Both the Mitchell-Hedges skull and the one of the British Museum have turned out to be modern, not Mayan made, but probably in Germany.

The crystal skulls were/are nothing more than a final exam testing for master gem cutters in Idar Oberstein, Germany. Although they are still being made, predominantly by lazer, some are still cut by hand. It is true that many modern ones are glass, some are also Austrian Lead Crystal which is cheaper than top quality quartz crystal and I have also seen some that are cut from other crystals such as Amethyst.
Idar Oberstein was considered the “Gem Capitol of the World” and still today it is a tourist attraction with many shops selling almost any variety of rock, mineral or gemstone a person could wish to have. With the economy I have noticed that several of the shops have closed and others open first around Easter and then close after the Christmas season. I live just a couple hours drive away and have been going there for years.
There was a time that gem cutting was only able to be done by hand and the slightest mistake could render the stone nearly worthless. There are schools in Idar Oberstein that teach ‘gem cutting’ and still today they are considered as top rated schools in this area. When a student completes their schooling and apprenticeship, they are considered a master but it is said that only a “True Master” is able to cut one of the crystal skulls. Over time the skulls have been spread throughout the world, including those considered “Mayan”.
I have friends that have attended these schools and seen the schools myself. It is still considered a challange for them to cut, by hand, a crystal skull. When one is cut, it becomes a priceless trophy that rarely is given for sale. As students return home, which includes other countries, their crystal skull would be taken as a show of their accomplishment. In the past, if a student had been financed by someone it could be understood that the supporter would in turn gain posession of the skull and the new master would be committed to employment. If the new master were not to fulfill the commitment either willfully or due to death, the supporter would still have the skull which in turn could be sold to recoup some of the investment.
They have no more power than that of the crystal itself which would depend on the sort of crystal used. Cutting and drilling does not enhance or deminish the mineral structure and vibrational rate of the atoms that make up the crystal. Although they have been being made for so many years, hand cut ones are still very rare which makes them more interesting and prone to have legends and stories told about them. A skull has a variety of symbolic meanings as do crystals. It is only logical that when the two are combined, the result would be an easy basis to claim contain unimaginable powers. For the gullible who believe the claims, it also make it an object of desire which in turn drives up the financial value. When purchased for the “power” and not for the artistic value, the owner must continue the legend and better to add to it as opposed to admitting they overpaid. This mysterious power is what keeps the value and price high along with the rarity of real hand carved ones. Consider over time some may be broken or destroyed and this makes them even more rare.
